Symphonic TV combo: No power

I found a Symphonic TV/DVD/VCR combo on the sidewalk this past week but didn't get a chance to test it until today. For some reason it just will not power on at all, it does seem to receive power but hitting the power button does nothing. I tested the fuse with my multimeter and it tests good, so I have no idea why this set won't turn on?

I didn't see a chassis number anywhere but the model number is WF719.
