I am thinking of buying a local set that is in good cosmetic and electrical condition and I am hoping for assistance in making an offer on it (ie: price I should offer)

If the CRT is good $150-200 US is fair. If restored and working probably around $350.
These sets use a 2.xx volt CRT heater (unless the CRT has been swapped) and you can pop it if you try testing it at 6.3V.
The schematic is available free from the ETF under postwar TV > Technical information > philco....you can Google the CRT number and datasheet and that should give you the exact heater specs and other info on the CRT.
If the CRT is bad I'd walk away unless it's like $25 as it's generally cheaper to find a set with a good CRT then buy a set and find it a CRT.
It isn't a bad idea to have a look at the flyback too as those are not easy to get either.

the CRT is good (80%) and it "works" but needs recap however the cabinet is in very nice condition. another factor is that I am in Canada so it will be in Canadian currency.

It looks very clean & complete. I am no expert on them but in
these parts some damn fool would probably pay hundreds for
a broken one just to display it. A better investment than almost
any TV IMHO.
