Zenith FM Multiplex Signal Generator

Picked this up today - very clean unit.

Shiny Sprague black beauties underneath look like new - this looks like it saw very little use. Zenith brand tubes are dated 1963. The chassis tag reads WES Electronics Company.

Anyone have a manual for it?
