PACCOM Electrolytics

Anyone know anything about PACCOM electrolytics? I couldn't find anything bad written about them on the web, but I had a piece of equipment at work fail and all three PACCOM electrolytics had ESRs in the 200 ohm range. The Sprague electrolytics were fine. They were used quite conservatively at room temperature so I was surprise to find they had dried up so much.
