blue glow

Hi,

I have a 1986 RCA "fullsquare" 110° inline CRT that shows a shadow-like faint blue glow on the glass gun support rods near the G1 and G2 electrodes inside the neck, and occasionally flashes over with a hearable click. is this a sign of a dead CRT?
If so, would a rejuv bring it back?

Or maybe the fault is in the chassis?

The CRT displays a dark picture even with the screen control all the way up.
