I bet that it has nothing to do with television, It looks more like a health or beauty device. Kinda like in the 20's there were quacks trying to sell things like Radium water or electricity belts that supposedly cured baldness, hernias, increasing vitality, virility, etc.

At first glance I was going to say it was probably a tube signal amplifier. But it doesn't appear to have any input antenna terminals. So I will lay odds that it is nothing more than a passive antenna that uses house wiring as the antenna. The toggle switch is probably tied to nothing more than a capacitor and a pilot lamp. Things like that (only much smaller) were common when I was a kid.
