Zenith 25CC50 Color Snow

Hello again everyone! I have a slight issue with my 1972 Zenith 25CC50 (model T998DE11) I posted pics of a few months ago. The color is snowy at pretty much all ranges, low, normal, or high. I turn the color down to a monochrome picture, and the image is normal, so I am pretty sure I can rule out tuner or regular I.F. problems I think. I swapped out the Chroma module (think it's the one with the 2nd bandpass amp, and the integrated circuit), and it didn't fix it. Swapped out all of the chroma tubes, and it still didn't fix it. I can't seem to find a conventional color killer control on this TV. Ideas anyone?
