help vd2 ppi radar unit tube does not light up

hello I'm new here and have a small problem I'm working on a vd2 ppi repeater fro a battleship the problem I'm having is the unit works fine except the tube does not fire up I'm assuming its a lopt or tube problem i have spares for both and am going to try them tomorrow but is there anything I'm missing i tested the leads and the tube filament at the base lights but the tube doesn't come on leading me to believe the anode Has no voltage or very little it read 000.8 kva on the meter that seems low to me but I'm not an avert so any help would be greatly appreciated thanks

What's the MIL ID on this unit? You can fry yourself easy with the HV circuit. A picture would help a lot. Also, kVA is not the same as kV, so it would be helpful to know what you are using to meter the HV and how you are setting the meter up. BE CAREFUL.

thanks for replying and don't worry we are being way careful this is the 3 rd one we have restored but its being a pain ill get the mil id and some pictures of the unit for ya as well i have full schematics and the original service manual ill do some scans of that as well if it will help were under a crunch to get the bridge open so thanks again
