is 4 and 5 used over the air there?
if so its a leak.
the air signal is out of phase with the cable and you get both together which causes a ghost/screendoor effect .
common on 2/7 here in dayton.
look for bad cable open grounds bad connections ect..
or just call the cable guy out.
