I looked at the schematic at the ETF website. The only .0015 @ 600 volts is in the boost circuit.
I'd be more interested in the .01 mfd across the sine wave coil. That determines the horiz frequency.
The .01 uf cap is connected across Coil L16, horizontal waveform adjust. If this is set wrong the picture won't lock horizontally. As dieseljeep noted.
