Does the fly look burned out or test open? There are a LOT of things in the horizontal section that will cause you to loose HV if they fail. Check the voltages on the base of the horizontal output tube and compare them to what is listed on the schematic (Which you should own a copy of). If the Horizontal oscillator is not running (or poorly running) you can change the fly, all the tubes, the yoke, etc., and still not get your HV back.
Has this set had all it's electrolytic and tubular capacitors replaced? If not, you ought to do that too.
