guessing here

open peaking coil
weak video detecting diode (if used instead of tube)
weak video coupling cap
IF alignment.

I seem to recall those as possible candidate from what I have read/seen.

can you feed a composite signal in at the grid of the video amp? that would get narrow it down to after the video detector at least.
