impotent nemeses / supervillains

which villains etc strike us as particularly suboptimal?

*) Penguin (enemy of the Batman, of course). sample fan letter; "Kill him! Kill him dead! Now!" Burgess Meredith's tv peng was infinitely more fun than the comic version (or Devito's Dickensian creep from Burton's sequel). does anyone seriously think he could take on The Bat?

*) Plankton (Spongebob). Rants and raves and devises devices, but he can't even steal a sandwich recipe from Mr. Krab. a legend in his own mind.

*) 'The Annointed One', Buffy Seasons 1/2. Supposedly posessed of 'great power' but all we saw was a ten-year-old boy surrounded by clueless vampires. His death and replacement via Spike was a great improvement.

*) any Superman villain (except Lex Luthor). a good thing about Smallville is how Clark is vulnerable based on sheer inexperience; what on earth can take him on when he's mature?

any overmatched villains on your radars?

*Darkseid and Armagedon were after my time; don't remember Braniac as anything special, but never was a big Supe fan.
*'suboptimal' I got from Dilbert. Wally's performance review; 'genetically predisposed to sub-optimal performance'. "It means it's not your fault."
