Magnavox was the first to use this system in the 50s or 60s, with b&w sets IIRC Dont wuote me though..

MRX, I'd try physically relocating the cell or bypassing it.Try shorting it and see how the range on the brightness pot becomes. Like radiotvnut said, experiment with resistor values til satisfied.
