The control head is one of the heads next to the capstan (motorized pin) and rubber pinch roller that pull the tape through its path.
Most VCRs run at their highest speed (SP for a VHS machine) until they are "told" to slow down by slower-speed control pulses. If you have (or make) an SP-speed test recording on another VCR, it may play at the correct or near-correct speed. But, of course, you need to fix the problem.
