Are NOS vintage CRT's "asleep"..like others ones we see?

We have all seen a number of old picture tubes that are "asleep' after many years...decades... of disuse. Most often these will "wake up" and then function fine form then on.

But...how about "new" CRT"s? Ones that have never been used ..but are still quite old? Are they also "asleep" and to they have to be "woken up", like the others? or do they just come up to the good area at once?
