They use a flint striker and what appears to be the same sort of welding equipment we use today. One would think by the 23rd century they would have something a bit more advanced to weld the enterprise together.

I would think most heavy industries would use the technology that works reliably & cheap and do so until something more reliable & more cheap comes along.

If it ain't broke don't fix it in other words.
