1971 Sylvania TV - Need Help with Horizontal Hold

You will probably never get the horz perfect with a VCR.
Every set I have seen before the mid 70's would have hoz tearing.
They wernt made to run on a non standard signal.
Try running a DVD through the VCR A/V inputs or use a cable box
with a RF output.
