It could be a production run that was meant for their domestic market as well as export. Japan uses NTSC, and the only differences are the carriers on their TV channels (use a different tuner) and their powerline is a bit lower (100V) than ours (use a different power transformer, or one with taps at 100V and 120V).

Also the labels on the user controls would be different, but that's no big deal.
