Bought an Eico 944 can't get it to work

Hey guys I recently bought a Simpson 260 and an Eico 944 from someone who is cleaning out his dad's basement. If the batteries in the Simpson are any kind of indication nothing has been used since the very early 90s probably around 90 or 91 anyway I recapped the Eico and tried turning it on but the gauge did not move. Then I metered between the green and black terminals but only got 24 volts. I tried removing the two leads off that Transformer to isolate it from the rest of the tester but still only got 24 volts. According to the schematic I should have 115 coming in on the red and blue which I do, and 100 coming out on the green and black. Is it possible that this Transformer is no good? If so what kind of a transformer can I sub it with? I put the schematic below.
