P channel Enhancement FET Help

Hoping for someone to verify if a p channel FET is on. The FET in question is enhancement type.

Measured voltages source +12.11
Gate. + 8.74
Drain. +0.03
I believe it to be on although defective, but not certain. Its used as a power side switch.
