I found a set with a 9-160-05, and R3201 is 1k ohm carbon composition. It looks like all it does is ground a couple of spark gaps, so I would check for a shorted spark gap (should be easy to find by following the PCB traces). Other than that, it may have been taken out by a power surge. Either way, it should have no effect on the performance of the set.

Right on the money Andy! E3521 is shorted out! R3354 is kinda low (390 ohm 10% 5W) down to 374 ohms.Do you think this would have any effect on my "width" problem that i'm experiencing? or should i look elsewhere?
