I noticed that and thought it kind of strange. I don't understand whether they were just trying to save space in a tight spot, save money, or if the stray capacitance between the coil and the cap matter. The permeability might matter a little, but I doubt it's much of an effect.
The SAMs might say something about it.
It's fairly easy to restuff the paper caps. You just need to heat it gently with a heat gun or oven until the wax melts and you can then pull out the insides. The wax on the end seems to melt at higher temperature than the wax they dip the whole thing into.
