rca whining noise/no power up

hey all,
a co-worker of mine knows how ive had luck fixing my sylvania from you guys. he asked me about his tv. its an rca f32650, chassis number atc113ca1. he said it shut down and the power light started flashing, by the time i saw it when he plugged it in all it would do it whine really high pitched, no power light, nothing. he was told the flybacks on 'those' go bad a lot, but he didnt post on this forum so i dont really know. any ideas? its a 32" i believe, a lot of inputs. probably nothing facny really but id like to be able to help him out. whuddya think.
