'63 Zenith SC 400 B/W from Chi-town

I wasn't sure if this was old enough for Early B/W so I put it here. I won this set on the "auction place" last week for the first bid of $5.99. It is a model K3350 and has the 16K22QS chassis with the 6BQ5 dual 6x9 sound system. It also included an original Zenith service manual. I went to the NW side of Chicago this last Saturday in the pouring rain to get it. I tried to reschedule but the guy lives in California and had to catch a plane. When I first spoke with him he was in Europe somewhere. The basement was flooding when I got there so it was probably the best that I got it before it was ruined. The water was rushing in under the door for the outside stairwell, the drain had clogged. When I got it home and powered it up I was disappointed in how dim the picture was, my first assumption was the CRT. I took another look today and found the HV running low. It has around 11Kv with the brightness and contrast all the way down. Leaving the meter hooked up I turned the brightness up, the HV went down slightly as it should. Then, I turned up the contrast and then it dropped sharply to around 4Kv and the picture faded with it. All tubes seem to be original so I think it sat more than it was used, it appeared to be the original "basement tv" of the house. I don't know if it was retired for this reason or not but I do know that basement has gotten wet more than once, the evidence was quite apparent in the house. The set has some water damage to the finish on the legs as well. The set also has some mold in it so there maybe a corroded connection or rotted paper cap somewhere. After a recap I'll go from there, no since troubleshooting until then unless someone here knows exactly what's wrong. There are roundies in line before this thing gets any attention. I usually don't collect the later B/Ws but this one struck my fancy with the cabinet, the remote and the 6BQ5 audio output.
