Panasonic TR-3000P

I saw one of these at the thrift the other day for $15. Should I get it? It looks like a TV camera, but there's a screen where the lens would be. Neat. I read a long time ago that low power stations wouldn't have to shut down in '09.. is this still true? Because the 2 stations I watch here in Chicagoland (MeTV and MeToo) show all classic programming, and they're also low powered, so I'd be fine if I stuck with them. Ideas?
