RCA New Vista - no HV

I got curious about this set I found on the curb last year so I opened it up. Sound is OK but HV is out. I opened up the HV cage and there's not much there. Just a capped tube and the flyback HVT.

I noticed a weird thing that looks like it might be some sort of fuse or other protection device. I think its a resistor but its like nothing I've ever seen. Notice the burn mark on the top middle.

Any ideas?
