Strange. It may be an earlier box based on the same system. Does the box power up at all? Does the LED display light?
It may be repairable, but it's probably not worth the effort considering that you'd still need to program it to use it as a tuner. They are not easy to open without a "gamebit" (called that because the same screws are used on Nintendo hardware) screwdriver for the security screws. The top of the case is made from brittle plastic that cracks very easily so be careful when removing it. In addition to the security screws there is also usually a tamper-proof plastic plug in one of the corners, if it's missing it's a sure sign that someone has been inside before you.
