Tele-Tone TV-149 help

I picked up this Tele-Tone TV-149 on Ebay for $35 dollars. Before recapping her I checked all the resistances on the coils and transformers using the Sams. Everything checked out perfect accept the plate to ground resistance on the HV coil. The best I can figure the Sams says it should be 38ohms but I read 690ohms. The Sams soesn't list the resistance any other way accept primary winding, section 1, 2 and 3 so I had to use a process of elimination to figure out the resistance. Looking at the Sams and Rider schematic, the diagram leads me to believe that 38ohms is way to low and the sams has a missprint. If anyone out there knows the correct value of the plate to ground resistance I would really appreciate it. Thanks in advance.

Sams is notorious for errors. Your reading of 690 ohms sounds ballpark correct for the HV secondary.
