You could approximate the same thing using a set of white Xmas lights strung around the back of a console TV set. Be sure to replace the blinkers with regular bulbs. If it's a B&W set you could use a few blue bulbs to get the "color temperature" of the backlight halo closer to that of the B&W CRT. I'd insert a diode to cut the brightness of the bulbs so the life of them are greatly increased. Or a light dimmer, though you might get RFI from it.

The diode is a neat idear! Wouldn't a diode bridge act as a rectifier and deliver a DC output? If so, then those Christmas lights would last nearly forever.

The diose idea works very well. I have an old set of 8 lights with the mini screw bases and I installed a diode because I was tired of looking for the bad bulb all the time. It cuts the power in half, but the bulbs don't look much dimmer.
