All i know is that a totally white raster would demand the most High voltage due to the fact that all 3 guns are working in unison.
I've worked on sets that did this and it was one of two things:
1. flyback transformer core vibration due to increased stress or malfunction,
2. Weak power supply i.e. a bad cap somewhere
Don;t work on any part of the supply circuit unless you're qualified though, as you may get zapped badly.
P.S. Try adjusting the knob labeled 'AGC' or RF AGC , if the buzz is in the audio itself, may just be the video is peaking and spilling into the audio
