You may not even have to do that. Nothing will prevent cable companies from continuing to use NTSC for as long as they want. They can simply convert ATSC local channels to NTSC at the head end. I think we will see more and more channels move to digital cable, but I doubt analog cable will disappear completely for quite some time. ATSC will never be used on cable systems because it's much less efficient than other modulation systems such as QAM.
