I've heard of some TV stations that are transmitting digital and analog decided that they could turn off the analog. And as 85% of their viewers use cable or satellite to watch their station, they figured that the analog transmitter was a waste of electricity. All they had to do was give all the cable head-ends digital decoder boxes that convert the HD to NTSC and in turn that feeds analog cable channel modulators to feed all the viewers an analog signal. The few over the air viewers were either SOL or bought HD set top boxes or sets.
