I guess these folk figure it was their money that bought it originally, and since they can get anything else out of it, they don't want anyone else to have it either.
Anyone that has ever told me "hands off" a trash pile has been politely told to go pound sand up their a**. I will also explain that once it hits the sidewalk, it's fair game, and if they wish to save it for the trashman, they should carry it from thier domicile to the truck when it arrives.
Most folks will just stand there with their mouths hanging open once I give em' my whatfor!

My M.O. is to go ring the doorbell, and say "Hi; is that TV out for the Salvation Army, or may I buy it from you?" The response is usually "It's in the trash, and I would be happy if you make it go away". Or occasionally the person will think for a second and say "I was going to sell it at a (probably a lie) garage sale next weekend, but if you want it now you can have it for $10". In any case, this avoids any yelling or police-calling. The human mind wants to be in control. By just picking up the TV, you have denied the former owner any control. By my method, you volunteer the control back to them and put them in a friendly mode (usually).
