I'm even more suspicious now of the RF source being used for the source of both sets since they are showing the same symptoms, before adjusting anything I would suggest trying another RF input like i mentioned from a DVD or VCR with a different rf modulator to see if you get any better results.
also the 150K resistor suggestion can be applied to the GE as it's the same circuitry.
