Intriging... I had same issue with a TV that I'm turned into a monitor, but far more faint, visible only with absence of video signal. In my case, is possible to move this line with the H. freq. adjuster. I imagine this being some kind of Barkhausen oscillation, coupling to the video amp. In your case, this can be coupled to IF or RF also (if it is really Barkhausen oscillation).
See if the bar move when you move the antenna, adjust the H. osc, and video output cable to the CRT.
