When was the tv last turned on at all? When was the tv last in active service? What type of conditions did this tv experience in storage? High heat, high humidity, and dusty environments are never good for old electronics. I know less about vacuum tube electronics but from my personal experience working with electronics in general, the number 1 cause of issues on any electronics I have ever worked on from the 1980s and before, tended to be bad capacitors. I would start looking at the caps. A good schematic of the tv is a must as well. If the caps have not been replaced before, it is highly likely that they are bad to some extent even if not open, their ESR and value are likely way off.

Also find out if the tv has the tubes in series or parallel. Check to see if all the tubes are glowing or not as well. A good cleaning of the wires and tube socket and pins would not hurt either.
