Bridge the power supply electrolytics, with a known good one. It probably won't correct the vertical sweep problem, but it should eliminate the noise.
Those Sharps, always seemed to have vertical problems. They ran rather hot, destroying the paper caps and other components. Also, a possibility of a bad yoke.
