I wouldn't worry too much about a recap. Most items post 1965 don't really need it. Not saying they don't go bad, but it's nothing compared to the pre 65 stuff.
I think those 17JZ8's had a high failure rate. We seemed to replace a ton in the 80's.
I myself had 2 sets that needed that same tube recently. I ordered them, popped em in, and both sets are back to rock solid.
