It has it's own wheelbase/frame. The pop-out windows were to address the no-ventilation complaints in the days of one, big fixed window.
As for why it never came here:
1) Would have competed against their own product, the Durango 4dr, which was just launching at the time. The market for 2dr SUVs (in the USA) was dead-as-a-doornail by then anyway.
2) Adding this model to their mix for US fuel economy averages certainly wouldn't have helped. Even low volume sales hurt your corporate average.
3) You save a lot of Pesos by not "certifying" a vehicle for sale in the US. Mexico/South America don't have such requirements.
15+ model years later and the Feds don't care anymore. Probably 25-30 have crossed the border by now and turn up in the US.
