The print looks too nice to be a syndication print, the running time is something like 26 minutes too.
The IMDB mentions the scene so I am assuming it's always been there.
From the IMDB:
"This particular episode is unique, inasmuch as narration is limited to the beginning of the first act. Virtually all episodes of this series included narration to begin both the first and the second acts, and most included several bits of narration at other points as well. In place of the usual narration at the opening of the second act is a snippet from the story's climax, which shows the robber making a desperate u-turn at a roadblock. Normally, scene snippets are only shown at the beginning of the episode"
They make it sound like a feature instead of a mistake, I can't see how it's anything else but a mistake because it makes no sense at all.
