Those lines at the top of the screen is likely due to a bad cap in the vertical circuit. The smearing looks like a bad cap in the video output B+ line (probably a 10uf, 300V).

In newer sets, the cap that causes those lines is usually in the 100uf to 220uf range and it will blow the vertical IC if not changed. This set could be old enough to use transistors, instead of an IC, in the vertical output circuit.
