Hi Sandy,

I have a bunch of these little color TV + Video waveform combos. Some standalone and 2 x matched sets, one in NTSC, one in PAL.

They work fine off 12VDC providing the Amperage is OK, around 2.2 Amps for both running from the same PSU.

13.8V is given i think because it's the nominal voltage in a car (cigarette lighter plug) with the engine running. This voltage is also given for a lot of Ham equipment running Mobile as it shows the max rating for the RF Amp on transmitting in Mobile.

If you want to respect the "by the book" rating, either look at DC PSU's of the 70W switching type which often have Volt-by-Volt programming with a small resistor plugged-in with 2 pins in a tiny plastic case or look at fixed Lab PSU's supplying 13.8V to run Ham gear at home.
