It may or not be germaine to this set, but loss of luma can also be caused by a heater-cathode short in the CRT. On some of these with flyback-derived heater supply, i used to bypass a H-K short by floating the heaters, by cutting a trace on the socket board.
Gently rapping on the CRT neck will generally reveal a H-K short.
