It's been a long time since I worked on one of those; but, the relay coil sounds OK. From what you describe, the most likely trouble is the tuner control module. These modules were known to have bad solder connections on the plugs and wirewrap stakes inside the module. Also, I seem to remember an on/off transistor inside the module that would fail and cause a dead set. Even 20 years ago, those modules cost out the butt and I tried to repair as many of them as I could.
