If the fuse blows as soon as you plug it it then you definitely have a short in the PS. you cant always tell by looking at it. Look for a shorted bridge rectifier, transistors, fet's caps, diodes etc. It maybe easier to just get another PS. If you can send me a part number, I'll see if I can dig one up.
