I built my first home-theater computer in 2000, with one of the first fifty HDTV recording boards sold to the public (HiPix DTV-200), and I do all of my TV watching and recording with Windows Media Center (now using MC7), so I am aware of the benefits of such equipment. It seems like overkill for feeding old NTSC TV sets, but it is indeed possible as you said.
