Most cable operators let customers record movies on the DVRs. Don't forget most cable operators have Video On Demand and the movie channels have their movies on the system so they can be viewed at any time even when the customer does not have a DVR. The telcos have this as well. Not so easy for Dish.....
There is no rule that cable operators have to have digital signals on thier plant but it's in thier interest to do so.
