The jumper is original to the set. It's a disconnect in case yoke is accidentally un-plugged.
That cuts all b+ to set.
iF HIS AC line was open, nothing would work. His tubes are lighting, and, he has B+. The problem is more like the set, or, at least part of it, isn't drawing any current.
I still say resistors are likely at fault.
