Yep, resoldering the vertical IC fixed it. Found one cap there that tested a tad on the low side.
What kinda irks me is that there's some mild phosphor burn where the line was.
I guess its last owners left it on too long like that...
Apart from checking the caps, I guess this thing's ready to go.
